Paris COP21 – Deploying electric vehicles in Brazil and India

At COP21, in the Climate Generations area at Le Bourget on 7 December, experts from The Bridge Tank, the Sustainable Mobility Institute and Renault discussed the issue of electric mobility in India and Brazil, along with the energy, environmental and societal issues it raises. Paris COP21 – The Bridge Tank contributes to a report on sustainable development and intellectual property

On the occasion of the COP21, on 8 December, Joël Ruet, President of The Bridge Tank, and intellectual property lawyer Guillaume Henry presented the report “Sustainable Development and Intellectual Property: Access to Technologies in Emerging Countries” at the Cercle de l’Union Interalliée.

In his presentation, Joël Ruet indicated that “the sites of specialisation are nowadays more and more temporary. This is the great lesson of emergence: the idea of specialisation, the ‘great economic idea’ that has been the basis of trade theory since the end of the 19th century, is becoming, if not moribund, at least dangerous for an economic territory. By the time specialisation is established, the industry has already changed. It is therefore important to promote a potential for rapid redeployment. It is a question of fertilising the diversity of the territories. This could be a role for the state.

Policy Brief: For a Rural Economic Ecosystem Strategy: Towards Inclusive Growth in Emerging Countries

Emergence is not just industrial or urban. The Bridge Tank outlines a strategy for inclusive growth through the creation-densification of agricultural economic ecosystems forming a diversified rural economy.

In the context of the emergence of urban economies of Asia and Africa, this Policy brief sets out an inclusive growth strategy through the creation-densification of agricultural economic ecosystems forming a truly diversified rural economy, making it possible to ensure food security by generating income. Generalizing successful or ambitious national initiatives, it recommends for developing  sub-Saharan Africa and Asia a territorial-level coordination of initiatives already implemented by economic actors at local scales. After the aporia of “development”, emergence re-widens the horizon. Everywhere in the South, it is time to structure a true rural economy.

The Bridge Tank attends the third India-Africa Forum Summit

The third India-Africa Forum Summit was held in New Delhi, India, from 26th to 29th October 2015.

The Indian Prime Minister Narendra Modi invited African heads of states and governments. This summit notably included a discussion with the Indian Minister of Finance Arun Jaitly, as well as one with the Kenyan delegation, which was organised by the Observer Resource Foundation.

One highlight of the India-Africa Summit was the intervention of the Senegalese President Macky Sall on the changing role of investors. This discussion was organised by the Confederation of Indian Industry, represented by its Chairman and gathered the main Indian CEOs.

The Bridge Tank was the only European think tank to be invited to the debates and exchanges in connexion to its support to reforms in Africa, for instance the Emerging Plan of Sénégal (PSE), as well as its contribution for years to several Indian public policies.

Participation of the Bridge Tank in the 15th edition of the Bamako Forum

The city of Bamako hosted the 15th edition of the Bamako Forum from February 19 to 21, 2015, organized by Malian President Ibrahim Boubacar Keïta. It offers a chance to public decision-makers, professionals from the public, parapublic and private sectors, international institutions, development partners, civil society and the media to take stock of the continent and analyze the operational and political conditions for its emergence. This forum brought together over 300 people.

All these challenges and opportunities (migration, security issues, religious radicalism, unemployment, especially youth unemployment, the development of youth entrepreneurship, the quality of public services and links between the state and citizens, the progress of regional integration) that Africa must face were addressed during this Forum to enable the emergence of Africa by 2035. This event was therefore entitled “The emergence of Africa by 2035: challenges and opportunities, stakeholders.

During these debates, participants aimed to define the conditions for transforming growth into productive and stable jobs for the continent’s populations, as well as to define political and macroeconomic strategies for accelerated and sustainable growth in Africa.

The President of the Bridge Tank, Joël Ruet, was accompanied by two African members of the steering committee: Elhadj Kasse and Mamadou Lamine Diallo.

Joël Ruet intervened during the debate on the financing of the Malian reconstruction by proposing innovative solutions and by underlining that the world was in full budgetary expansion. He argued that Mali had good margins to raise transformative debt that it should use to rebuild.

The Vice President of the West African Development Bank also spoke at the roundtable.

On the sidelines, Joël Ruet had the opportunity to discuss with Younoussi Touré, former president of the Malian National Assembly and supporter of opposition leader Soumaïla Cissé in the Malian presidential election.

The Bridge Tank attends the United States – Africa Leaders Summit in the presence of Barack Obama

The very first United States – Africa Leaders Summit took place on 5-6 August 2014 in Washington DC. Joël Ruet attended in link with the Senegalese and Malian delegations.

This forum included a discussion organised at the German Marshall Fund. with Niger’s President Mahamadou Issoufou presenting the 3N programme: “Niger people Nourish Niger people”.

Joel Ruet also attended a debate dinner with Ghana’s President John Dramani Mahama on Africa’s electrification, following Barack Obama’s project “Power Africa”. This debate also included talks about sustainable agriculture and energy.
